Abstract

The review article analyzes the features of the information society as a new stage in the evolution of the social system based on trends in the increasing role of information and knowledge, socio-economic and spiritual, cultural reality with the dominance of information and communication technologies operating globally. The conclusion is made about the strategic role of informatization as a leading factor in the modernization of education and science. Mankind’s transition to a social system based on the production of knowledge is associated with a sharp increase in the importance and accessibility of education, which leads to qualitative changes in the social structure. It puts forward new requirements for the education system, changing the paradigm of pedagogical science, the content and mechanisms of education, the center of which is the individual. The informatization of the educational process makes it possible to make the training of young people as close as possible to the realities of life in a global information society. It will contribute to more efficient use of information, energy, and labor resources to improve the quality of training.
 However, psychological and pedagogical science has laid only the foundation so far, the conceptual and methodological basis for the study of information resources and processes occurring within the educational system, the development, and implementation of effective computer-oriented educational technologies. In our opinion, the development and application of a holistic scientific apparatus will make it possible to identify the essential characteristics of the informatization process, the conditions of its course, ways of optimization, as well as to develop the tools for information flow monitoring in education. Informatization should be considered as a process of creating a unified information educational space ensuring the availability and efficiency of use, integration, and unification of the resources of the information and educational environment for all the institutions of the education system.

The paper systematizes and describes the leading world approaches to the use of information and computer technologies in educational institutions in the process of modernization of current educational systems in accordance with the latest requirements of the information society. It is noted that the information society gives the humanity a fundamentally new tool of life that is characterized by the possibility of operating large volumes of information without territorial and time boundaries and displays information-knowledge at the level of the leading producer of public goods. All this leads to a review of the key functions of modern education, when the possession of information and computer technology becomes the main competence requirement for the pupil, student, and every person at each stage of his/her life.The authors substantiate the necessity of creating a system of "total computer literacy" and total informatization of the national education system, wide introduction in modern educational institutions of modern models and forms of use of information and computer technologies, introduction of the national education system to the global educational space at the institutional, environmental and personal levels. It is concluded that today our state faces a difficult task of ensuring the conformity of the basic approaches, principles and instruments of the educational process to the requirements of the transition to the era of the information society in regard to the modernization of the system of national education. We have to invest in the development of domestic innovative ICT products ahead of schedule. Technology and informatization of the educational process must become priority tasks of education reforms from pre-school education institutions to higher education and research institutions, in order not to stay away from the advancement towards the global information society.

Modern trends in using information resources and IT-implementation in the tourism industry of Ukraine

The article deals with the using of information resources and implementation of information technologies in the tourism industry. Here are analyzed some science investigations, foreign experience of IT implementation to the work of the enterprise. We investigate the information and virtual tourist resources in Ukraine and the results are displayed graphically. We also consider such IT products as software for tourism companies and modern CRM programs. Introduction. The latest achievements of information technologies are also investigated in the tourism industry today, the state of implementation of information technologies in tourism of Ukraine is determined. Informational tourism resources and in particular the tourist information sites of Ukraine are considered as the main IT product in tourism. Here are substantiated perspective directions of IT implementation to the activity of tourist enterprises. Analyzing ᅠof ᅠrecent ᅠresearch. The study of problems of IT in the tourism are carried out by O. Shabliy, S. Kuzyk, S. Ivashchenko, S. Melnichenko, K. Yesipova, I. Pandyak. Description ᅠof ᅠthe ᅠmain ᅠresults ᅠof ᅠthe ᅠstudy. Informational and virtual tourist resources are a database of tourist facilities (means of accommodating vacationers, monuments, life, customs, etc.), sets and cost of tourist services, existing infrastructure, providing and digital or electronic (Internet pages, interactive atlases and maps, means of payment and reservation) that are used or can be used to meet the diverse needs of the modern consumer in tourist services [ 1] The tourism information centers (TICs) are formed in most of the cities and even villages, which are distinguished by interactive resources, are considered as primary basics for information in tourist resources. Such centers already exist and are creating in Ukraine. The largest share of museums with virtual excursions in the total number of museums are observed in Kyiv (51.9%), Poltava (40.9%), Chernihiv (26.5%) and Lviv (26%) regions. Areas that do not have the use of virtual information resources in museum fields are as follows: Kirovograd and Kherson regions. In general, in Ukraine the share of museums with virtual excursions in total number of museums is 15%. A striking example of information tourism resources is also Open Ukraine - an interactive guide to cities, cultural and tourist attractions in Ukraine (http://open-ua.com). Regarding to IT they play an active role in the management of tourism enterprises, organizations, institutions and serving as an innovative tool. In Ukraine, IT in tourism is only starting to be used, with the main IT products there are mobile applications and computer programs. [2] One of the latest trends in the tourism industry is the use of CRM programs (Customer Relationship Management (CRM)) [3]. In Ukraine the producer of CRM-programs for the tourism industry - is a company of Overia Tourism, which offers travel companies a program with the ability to customize for specific needs. And if such programs and their benefits can be "felt" only by service providers, then the information sites have a double level of utility: for the service provider and the consumer. The attention is paid to the information content of the site, its usability, aesthetic appeal and visibility, as well as language accessibility for foreign tourists. Tourist information sites of Ukrainian cities are best-developed and filled sites of cities of Odessa, Kiev, Uzhgorod and Mykolaiv. Uzhhorod’s site is the most attractive, has all informationit and services are provided by local tourist institutions. Conclusion. At the present stage of globalization in our society, the existence of any industry is impossible without the using of Internet technologies, modern information systems, etc. Tourism, as a progressive part of the economy of many countries, must meet these requirements. Therefore, it is not surprising that there is a global application of information technology and virtual systems. And it has its beneficial consequences: improving the work of enterprises in general, management activities, optimizing profits, expanding the capacity of consumers of all groups to use tourism to meet recreational needs, monitoring tourist resources of all groups, comfortable and fast tour arrangements - all this is due to an information technology. Perception of library advocacy and use of library information resources among distance learning students of University of Ibadan, Nigeria

Library information resources are very essential and instrumental to the academic performance of students who use them to their advantage. The value of any library is hinged on its resources and most importantly its level of usage. This is because the primary objective of every library is satisfy the information needs of its user community; and to achieve this, there is need for the library to create awareness for the library users about the resources and services available for use in the library. This study examined the perception of library advocacy and information resources use among distance learning students of University of Ibadan. The descriptive survey research design was adopted for this study. The population of this study consists of all the 8572 distance learning students of University of Ibadan, Ibadan, Oyo state, Nigeria. Two stage random sampling technique was adopted for the study. At the first stage, 60% of the 19 departments on the distance learning programmed in the University of Ibadan was selected. The 60% of the 19 departments gives 11 departments. At the second stage, 4% sampling fraction was used to select the sample size of 256 from the 11 departments. A self-structured questionnaire was used as the instrument for data collection. Findings from the study revealed that the main perception of students about library advocacy is that it will create room for library development(x=3.50). The study indicated books 217(98.6%) as the main type of library information resources used by distance learning students. The study also revealed the following as purposes for use of library information resources: group work (x=3.25), research work (x=3.21), examination preparation x(=3.16), update knowledge and supplement personal reading (x=3.14), entertainment (x=3.02), information communication technology trends (x=3.00), learn difficult or challenging subjects (x=2.99), and personal tutorials” (x=2.99). The study identified insufficient ICT facilities, inadequacy of current LIR, unstable power supply, inadequate reading facilities, poor internet connectivity, noise from fellow students, inadequate library personnel, amongst others, as constraints to the use of library information resources by the students. The study also showed that there is a significant relationship between students perception of library advocacy and use of library information resources (r=.421, n=220, p (.000)<.05). Based on the findings of the study, it was recommended that since library advocacy brings about development of the library and increases the level of use of the information resources in the library, there should be a properly planned and regular advocacy for the library.

INFORMATIZATION: PHILOSOPHICAL AND ANTHROPOLOGICAL PROBLEMS

Purpose.Computerization and informatization in recent decades gave the mankind automated electronic document management systems, automated process of production, Internet and network information resources WWW, expanded the communications capabilities and led to the globalization of the information society. At the same time gives rise to a number of processes of informatization philosophical and anthropological problems, that has become an existential character. It is necessary to identify and understanding of these issues on the basis of the gnoseological model of the evolution informatization paradigms and determine their main characteristics. Methodology. The system-activity approach was used; it allowed identifying and analyzing the impact of the main components of information and communication technologies (ICT) for educational activities. And further to present them as a unified system of human activity in conditions computerization/informatization. The philosophical principles: a comprehensive review of the subject, the unity of the logical and historical, ascending from the abstract to the concrete was used. The general scientific principles: unity and development of the system, the decomposition hierarchy, individualization and cooperation, diversity and taxonomy were applied. Findings.The three-stage gnoseological model of the paradigms computerization/informatization evolution was proposed by the author. It is based on three information system characteristics: speed, interface and data access. The seven-bar anthrop-centric model, which is called the architecture of information systems (AIS), which describes the changes in their types of procuring, was proposed for each paradigm. The philosophical-anthropological problems that affect negatively its progress were formulated for each stage of modern information society transformation. Originality. The gnoseological model of development processes of informatization in the form of three paradigms that are described by three characteristics was proposed. The advanced anthrop-centric model of the AIS was used for each paradigm specification. Features of philosophical and anthropological problems, that have a new ICT are formulated and disclosed. Practical value. The proposed model of the evolution of information society paradigms and knowledge of related problems will allow reducing the impact of negative trends in the global information society especially in the field of education and research activities.

This study investigates the information literacy skill on the use of library information resources among undergraduate students in Adamawa State. The objectives of the study are to find out the level of information literacy skill of undergraduate student in Adamawa state, to determine the level of use of the information resources and to determine the challenges faced in the use of these information resources. Quantitative method of data collection was used using survey research design. The study revealed that most of the student has high level of information literary skill and they use information resource for academic purposes to a high extent, it was revealed from the findings that inadequate current reading and research materials are the major problem facing the use of information resources in University libraries in Adamawa.

Digital age, globalization: Ensuring economic rights in the new information society

One of the essential factors for accelerating the process of global information society formation is the economic development. On the one hand, poor economic development, namely the scare of financial resources, impedes the process of informatization. Needless to say, that the informatization is the organizational social-economic and scientific-technical process of creation of optimal conditions for ensuring corresponding rights and meeting the needs of citizens, state power bodies, municipal organizations and all forms of entities and organizations notwithstanding their legal institutional framework or types of ownership by formation, providing and using information resources. On the other hand, it is complicated to achieve the desired progress while there is no induced economic interest among the members of the society. Bearing this in mind, governments in the process of maintaining the information society provide favorable conditions for securing economic rights. As a result, such kind of initiatives brought to the limelight such definitions as following: "digital economy", "information economy", "electronic commerce”, etc. The set of initiatives undertaken at the international and national levels creates the optimal environment for overcoming digital inequality and ensuring the economic rights in the global information society. In this article, the above-mentioned issues are considered from legal and economic perspectives.

On the Influence of the Development of Modern Educational Technology on Primary and Secondary Schools

With the continuous development of educational technology, modern education has become an indispensable thing in people's daily life. In the teaching process of primary and secondary schools, multimedia, computers and other high-tech means are used to improve students' learning efficiency. By comparing modern information technology with traditional cultural knowledge, we find out where its advantages lie and put forward rationalization suggestions so as to promote contemporary social and economic construction as well as the progress of human civilization. From the current situation of information technology in China's schools: teachers' outdated teaching concepts, lack of innovation, and low utilization of network information resources, all these problems seriously hinder the development of educational technology. This paper mainly elaborates the impact of the development of modern education technology on primary and secondary schools, and only through continuous innovation can we provide favorable conditions for the development of modern education technology and promote the construction of informatization in primary and secondary schools.

Use of Library and Information Resources by Medical Students in the Age of Advanced Technologies at Redeemer’s University, Nigeria

The study investigates medical students’ use of information resources in the age of advanced technologies at, Redeemer’s University, Nigeria. A survey design was employed. The study population consisted of 564 basic medical students, 300–500 level in the Faculty of Basic Medical Science. Data were collected using an online questionnaire. Data were analysed using descriptive statistics. The findings revealed that many medical students used library to read their personal notebooks/textbooks. Those who used library information resources, used them to prepare for examinations, advance in knowledge, do their class assignments, and to write projects/research. Artificial intelligence served as the major new platform that the students used to source for information. Lack of adoption of new technologies by the library, poor Internet access and erratic power supply were the top identified barriers to the library information resources usage. The study concluded that medical students need to be encouraged to make use of library’s collections greatly. Based on the study’s findings, the researcher recommended that the university management, and the library should implement new technologies, provide stable Internet access and constant power supply in the university library.

Information society policy in the developing world: A critical assessment

The Global Information Society (GIS) has in recent years been high on the political agenda of Western countries. These countries have been concerned with the development of Information Infrastructures in order to achieve the Information Society. In the West there has been a broad consensus about the framework in which the development of the GIS needs to take place. On both national and international levels a framework has to be established which supports competition, encourages private investment, supports flexible regulatory framework and allows for open access to networks. Recently this dominant scenario has been transposed as the appropriate scenario for the development of Information Infrastructures in the developing world. This article sets out to give an overview of GIS policy in a developmental context. It elaborates on recent policy initiatives in the area. At the international level it critically analyses changes in the communications industries and in the global economy. At the national level it critically analyses the assumptions of the dominant scenario and its proposed strategy for achieveing the GIS.

The Ability Training Mode of College Teachers’ Modern Education Technology

With the environment of network and flexible management, by reforming organization mode, the content, the structure, process management and evaluation for training the teachers in colleges and universities. Based on training system of network, a new model is built for the training of the college teachers’ education technology ability. The flexible teaching and management are carried out by using the training system, at the same time a positive role has been played to improve university teachers' information literacy and teaching skills. Along with the gradual process of educational informationization in our country and the Vigorous development of the modern education technology, the modern education technology ability has become an important part of modern university teachers' professional quality. In order to make teachers information quality enhances unceasingly, perfect training system will play an important role. The teachers' in-service education and training is to improve the teachers' information quality, the effective ways to cultivate qualified teachers. However, the traditional pattern of teacher training, learning, and interaction between the lack of the weakness for, more and more not adapt to the current age puts forward new requirements to teachers. How to effectively cultivate the teachers' modern education idea, strengthen their ability to modern education technology, to make them adapt to the rapid development of information society demands for the quality of college and university teacher's modern education technology, improve the ability of modern education technology and subject teaching integration, is an urgent need to study and solve the problem. The article attempts to the current popular network education mode with flexible management idea into the university teachers in the process of modern education technical ability training, college teachers form a network based soft sex modern education technical ability training mode. Through practice found that the traditional learning mode innovation concept, fully arouse the subjective initiative of teachers, for the development of teacher education provides a new train of thought.

This study aims to examine the expected satisfaction (gratification sougth) and the obtained satisfaction (gratification obtained) from the use of information resources available at the USU Library. The theoretical model used to study it is the Uses and Gratification theory. The instruments used to collect data were questionnaires that distributed to 391 samples /respondents from 47 Study Program (undergraduate) students (S1) in the USU who often used printed and electronic information resources at the USU Library. Data were analyzed using the SPSS version 17, and Lisrel version 8.8 application program. Analysis data using Chi-Square statistical analysis, multivariate variance analysis (MANOVA) and path analysis. Chi-Square analysis is done to see some use of information resources based on the work of student parents. The results of the study show that: (1) There is a significant difference in the expected satisfaction (gratification sougth) from the use of information resources regarding student parents in the USU Library; (2) There is no significant difference in the use of information resources based on the work of parents of students in the USU Library; (3) There is a trend that students whose parents' work as Police, Employees of BUMN and Civil Servants are more comfortable using electronic information resources than printed; (4) There is no significant difference in obtained satisfaction (gratification obtained) from the use of information resources based on the work of parents of students in the USU Library; (5) The obtained satisfaction by students whose parents' works as Farmers, BUMN Employees, and Police tend to be higher than the obtained satisfaction by students whose parents work as Fishermen, Civil Servants, Private Employees, Teachers, Military and others after using or accessing various types both printed and electronic information resources available at the USU Library; (6) There is no significant discrepancy between the gratification sougth and gratification obtained from the use of information resources based on the work of students’ parents at the USU Library.

Availability and Use of Digitised Library Information Resources by Lecturers in Federal University Libraries in Southern Nigeria

Effective use of information resources by lecturers is one of the determinants of university education outcomes. To function optimally, lecturers utilise digitised information resources in their duties. University libraries are saddled with the responsibility of organising and providing lecturers’ needed information resources. This study, therefore, investigated the influence of digitised library information resources availability on the use of information resources by lecturers in six federal universities in Southern Nigeria. Instruments used for data collection were the DLIRA (r = 0.73) and UIR (r = 0.64) scales. Data were analysed using descriptive statistics, the Pearson product moment correlation, and multiple regressions at .05 level of significance. The results showed that digitised library information resources availability on the use of information resources influenced the use of information resources by lecturers in the federal universities in Southern Nigeria. Thus, there is a need for the management of university libraries to intensify efforts at converting most of the paper-based resources to digitised formats for increased use of library resources by lecturers.
