Abstract
This article describes a framework for determining the proper employment of industrial policy by the U.S. Government, focusing on the nascent information services industry. The article concludes that the Federal Communications Commission (FCC) should refrain from imposing carrier access charges on enhanced service providers (ESPs), so as to preserve and extend the success of the domestic information services marketplace.
