Abstract
In the Czechoslovak Socialist Republic, a system of attesting to special ability has been in practice within some activities in the construction industry since 1983, and this paper seeks to analyse the realization of such a system. The issue of a special card certifying ability of managers in a certain field is described as are courses approved by the State Commission for Science and Technology and Investment in special ability.
