Information Modeling Technology as the Integrating Basis of the Development Investment Process

Abstract

The full life cycle of a development investment project is an organized set of stage-by-stage projects, the subject area of which is represented by a multitude of organizations of the construction complex. These entities are characterized by low affiliation, which, when it is necessary to ensure the fulfillment of independent tasks in the absence of additional mechanisms ensuring integral effectiveness of the project, can lead to ineffective solutions. The article proposes a thesis that integration of project subjects, understood as an interaction characterized by a higher degree of cooperation, ensures the efficiency of the entire development investment process due to the rational use of resources and increasing labor productivity. An actively developed digital basis for the integration of independent project entities based on the market mechanism of interaction is the information modeling technology of a development investment project, formed according to the principles of the BIM (Building Information Modeling) concept. Due to the presence of a broad range of externalities during the implementation of this approach, both at the microeconomic level of different stages of the project, and at the meso-level in the development of cities and territories, the article suggests that the level of implementation of information modeling technology will not be able to achieve efficient values without effective mechanisms of internalization, which, in turn, require scientific comprehension and elaboration. The purpose of the study is to substantiate the implementation and develop proposals for the advancement of information modeling technology as an integrating basis for the development investment process, ensuring its effectiveness. At the same time, the final problem solved to achieve this goal is to establish the approaches and results of the participation of the public side in the process of introducing and developing information modeling technology in the development investment complex.
