Abstract

1. Due to teacher strikes and a lack of funds, literally thousands of classroom teachers were out on strike at the beginning of the 1978-79 school year in such cities as Cleveland, Philadelphia, New Orleans, Pontiac, Michigan, etc. 2. count now stands at thirty-five states which are requiring minimum competencies for promotion from grade to grade or graduation from high school or both. 3.
