Abstract

Due to concerns members of Congress had about the potential impact of security breaches and the lack of interoperability between federal computer systems, the FY-03 Defense Appropriations Act requires each Combatant Command and Service to include robust command, control, communications, computer, intelligence, surveillance, and reconnaissance functionality at least annually within one of its major exercises. It further directed operational evaluations of interoperability and information assurance be conducted during these exercises by the operational test community working with the National Security Agency (NSA) and the information warfare commands.
