Abstract

This paper describes how the technology innovation system works as an inexhaustible motive force of those resource-based cities, especially during their industrial transformation process. Compared to the traditional upgrade path of the resource-based cities, the technology innovation system is devoted to establish a new path of industry transformation, including the interaction among the enterprises, government, research institutions, universities, intermediaries and other elements. The elements have jointly introduced better decision options to improve the industrial transformation path of the resource-based cities. Birmingham City located in UK is selected as an empirical study to simulate this influence process.
