Abstract
The relevance of the article is confirmed by the need to increase the level of development, implementation and use of information technologies in the field of fleet management. The article substantiates that the main difficulties with implementation are not dictated by objective conditions, but are in the field of subjective attitude of people influencing the development of managerial IT. The role of managers and the impact of organizational decisions on the success of IT development and implementation are shown, both in the past and in at present, which is illustrated in the historical aspect by the example of the Volgotanker shipping company, where the principles of informatization were observed and subjective factors had a strong influence. The author notes lack of demand for analytical IT at the present stage, despite the superiority of the domestic reserve and the high efficiency of modeling the movement of ships and the regulation of running time and fuel consumption by ships. The main directions of increasing the efficiency of IT in river transport in the context of the digitalization of the economy have been formulated.

Показана роль руководителей и влияние организационных решений на успех разработки и внедрения ИТ, как в прошлом, так и в настоящее время, что проиллюстрировано в историческом аспекте на примере пароходства «Волготанкер», где соблюдались принципы информатизации и оказывали сильное влияние субъективные факторы. В XXI веке, в отличие от второй половины XX века, необходимость создания и использования информационных технологий (ИТ) является неизбежной, так как ИТ оказывают воздействие на все сферы экономики, в том числе и на повышение конкурентности и эффективности водного транспорта как в нашей стране, так и за рубежом [1]. В этом плане отрасль речного транспорта не является исключением, и поэтому анализ опыта и уроков информатизации является актуальным для цифровизации в отрасли в контексте обозначенной проблемы. Но этот анализ указывает преимущественно на негативные причины и факторы и не отражает положительные факторы субъективного характера, связанные с мышлением руководителей разных уровней, которые оказали решающее влияние на внедрение и эффективное использование АСУ в пароходстве «Волготанкер» (АСУВТ)
