Abstract
In the current crisis conditions caused by the COVID-19 epidemic, the regional economy is undergoing significant fluctuations. Regional managers are faced with the task of preserving and maintaining, first of all, system-forming enterprises. Among them, a large share is occupied by manufacturing companies. However, various stakeholders of the region often gather around such enterprises. They also play a significant role in shaping the well-being of territories, as they solve the most important socio-economic problems. It is the social aspect that makes it possible to refer such a set of enterprises to regional-oriented production systems (ROPS). The article considers the formation of theories of spatial organization of enterprises. The author clarified the concepts of "production system" and "industry specialization". The concept of "regional-oriented production system" is revealed, its key elements and fundamental differences from other production structures are determined. The relevance of the research is to determine the role of enterprises in the system of production chains. In this regard, the place of small businesses has been clarified. The role of the state in the formation of the structure of regional production is outlined as fundamental in the conditions of the economic crisis. The practical significance of the work is to create theoretical foundations that determine the influence of structural factors on regional-oriented production systems.
