Abstract

Each year, the notion “information” becomes more popular in everyday life. Despite the fact that information has a stable position in society, approaches to understanding it have a lot of directions. Formation and development of information include three approaches: (1) mathematical (cybernetic); (2) semantic; (3) practical – related to using information in various spheres of human life (medicine, energy, and transport). Development of legal regulation in the sphere of information technologies is predetermined by the influence of legal norms on effectiveness of law in all spheres of life. At present, the process, in which people participate in activities, is related to receipt of information, its processing, and further transfer. Any law influences the relations of participants of interrelations connected to information. Information technologies influence all spheres of life, so the legal mechanisms that are related to information technologies should be specified in laws and spheres of law.
