Abstract

The current state of human resources leaves much to be desired, in particular, it concerns the production (engineering and activities with innovative technologies) and educational spheres. The paper identifies the problems of non-professionals’ dominance in the workplace in ascending order: from obvious ignorance in terms of educational process and lack of motivation to the mismatch between theoretical knowledge and practice. It is impossible to carry out innovative transformations in different spheres of human activity, modernize the ways of obtaining, processing, using information and introducing IT-technologies, if we do not analyze the usual types of production and scientific environments. For example, such as personnel incompetence, economic recession, inconsistency of the level of education with the occupied position, etc. Reasoning about the current environment leads to the long-known expression: “specialists (personnel) decide everything”. Achieving transformation and improvement of the economy, science, security, getting rid of incompetence, lack of motivation and subjectivism in the workplace is possible only by mastering professional knowledge of a particular profession.
