Abstract

The influence of the Administrative Procedure Act on initial decisions by the Immigration and Naturalization Service is tested. This agency was chosen because of the sequence of modifications in its personnel standards and procedures. Reforms initiated by the Act have generally improved the Service's decision processes. However, the data do not support two hypotheses derived from the theory of administrative regulation.
