Abstract
Using loop data I derive a class of nonlocal, covariant, gauge fixed kinetic energy operators for closed string field theory in the presence of an arbitrary scattering background. The corresponding actions correctly reproduce all one-loop and tree amplitudes, as well as the one-loop cosmological constant. However, the fields do not obey the L0=L̃0 constraint.
