Abstract

Industry could realize substantial savings and environmental protection could be enhanced if a new, nonregulatory federal hazardous waste reduction program were put in place, the Office of Technology Assessment claims. Dow Chemical, which has introduced such a program on its own, agrees. There is a remarkable window of opportunity for the government to help industry through a nonregulatory approach to waste reduction, says Joel S. Hirschhorn, OTA's project director for the study, From Pollution to Prevention: A Progress Report on Waste Reduction.
