Abstract
1. This article is based on a paper given on 13 April 1991 at the Conference on Rhetoric and Rights of Identity held at the Centre for Historical Analysis, Rutgers University. The views expressed are those of the author, and do not necessarily represent the United Nations. The author is a jurist from Greece and is the Chief of the New York Office of the Centre for Human Rights and was, in 1983 and 1984, the Secretary of the UN Working Group on Indigenous Populations.
