Abstract
The Government of India introduced the National Urban Transport Policy (NUTP) in 2006 to coordinate urban transport development. This study reviews the status of metro rail-based public transport development in India. We review the policies, current status, barriers and opportunities faced by metro rail development in India. In this endeavour, we rely on exploratory research methods such as secondary data obtained from various stakeholders—focus group discussions whose collected information was used to better understand problems and issues and attempt to articulate innovative solutions. The creation of efficient transport governance infrastructure and a legal enabling environment constitute the base for the introduction of mobility-as-a-service. These efforts can attract more patronage ridership in metro rail—and eventually a better quality of life in Indian cities.
