Abstract

Over the last few decades the Indian legal deposit legislation or Delivery of Books Act 1954 together with limitations in its application has brought stagnation in every sphere of activity of the National Library of India. The other two relevant acts, Press and Registration of Books Act 1867 and Copyright Act 1957, running parallel have helped in creating more confusion within both the publishing and library world of India. Being under the direct control of the central government as a subordinate office of the Ministry of Culture has forced the Library to operate within the four walls of rigid rules and regulations with very little flexibility in management and policy matters. The author deals with these shortcomings and their effect on the National Library with suggestions that could be considered while redrafting new legislation.
