Abstract
India’s policy towards South Asia has undergone a distinct shift in the 21st century: instead of seeking to constrain external powers’ increasing presence in its neighborhood, it has chosen to rely on the presence of other, friendly external actors. This choice is motivated by India’s limited capacity, China’s rising influence, and smaller South Asian states’ desire for enhanced leverage in the region. This article argues that Russia should respond to this shift, and identifies associated opportunities and challenges.
