Abstract

Independence is an important precondition for NGOs to have any form of impact — independence that is of governments. That provides them with greater room for criticizing governments that allegedly violate human rights. Naturally, most governments do not appreciate such activities. They will try to question the independence of such NGOs. During the Cold War, the Soviet Union tried, for example, to discredit Amnesty International that had questioned the lack of human rights such as freedom of expression and freedom of religion in the USSR.
