Abstract

This report provides a value-neutral assessment of inclusionary zoning and its potential effectiveness in different types of housing markets. The study describes the structure of inclusionary zoning ordinances and describes best practices implemented in urban areas throughout the United States to ensure inclusionary zoning has the greatest impact on housing affordability.Homes for Working Families, Inc.
