Abstract

This paper was originally prepared for the panel titled “The Thought Police Are Out There” at the College Art Association annual meeting, New York, February 15, 1990. Although some of the legal cases mentioned have since been resolved, and the Helms amendment to NEA reauthorization legislation has been removed, restrictive wording remains in the NEA reauthorization, and the political climate has not improved for the First Amendment rights of artists—eds.
