Abstract

The occupied territories since the end of the Gulf war have been in the throes of a worsening economic situation exacerbated by continuing restrictions, particularly affecting East Jerusalem. An escalation in Israeli land seizures and settlement activity, as well as hints of Israel's plans for Gaza's future, have deepened a sense of pessimism. On the political front, the period has been dominated by the meetings between Palestinian leaders and U.S. Secretary of State James Baker within the context of U.S.-led efforts to initiate a peace conference, and by lively debates concerning future directions for the Palestinian movement.
