Abstract

“The Italian state is dying”, proclaimed one British newspaper in October. This gloomy appraisal followed local elections in which a separatist political party – the Lombard League – had won 40% of the vote, possibly heralding a process over the next few years in which the rich industrial north pursues a process of devolution.
