Abstract

This paper will attempt to research the current state of play of the interaction between the GATS and the knowledge economy, firstly by presenting an understanding of the race to the control the development of the knowledge economy and its link to the education and mobility of human capital. It will then explore this relationship within the regulatory context of the GATS and its goal of establishing a multilateral framework for the liberalization of trade in services and finally, using the case of India, attempt to question whether the WTO is the correct forum for these particular regulatory undertakings.
