Abstract

The internationalization of education is one of the core construction contents of the “Double High-Level Plan” issued by the Ministry of Education and important support of the country’s opening-up strategy such as the construction of “The Belt and Road Initiative”. Fifteen higher vocational colleges in Zhejiang province have been selected into the national “Double High-Level Plan”. They have achieved preliminary results in the internationalization of education, such as the introduction and output of high-quality resources, the construction of scientific research and cultural exchange platforms. However, there are still challenges faced with education internationalization, including working concept, system and mechanism, and construction achievements. Therefore, in this paper, with reference to the construction requirements of “Double High-Level Plan” and the current development of these 15 “Double High-Level Plan” vocational schools, it puts forward “124” development model for the internationalization of higher vocational education, namely focusing on “CPC construction” as a core, making two major education platforms of “bringing in” and “going out” strategy, perfecting professional construction, faculty training, communication platform construction, and students cultivation, so as to construct a development model for the internationalization of higher vocational education with Zhejiang characteristics.
