Abstract

Black public school teachers occupy important positions within school systems as street-level bureaucrats.' They implement decisions made by administrators and policies passed by the school board, and they possess considerable discretionary power in the administration of school policies and rules. Given historical inequities in educational opportunities afforded Black students, representativeness of school faculties is crucial because Black teachers improve the quality of education provided to Black students.
