Abstract
ABSTRACTThis paper discusses two in‐place techniques for more effective and efficient utilization of person power in Naval Material Command elements through the development of an organization keyed to traditional ILS (Integrated Logistics Support) Phases and the use of explicitly documented career developmental program based upon management reaction to individually prepared “professional aspirations” and “short range objectives.” One technique involves organization and the other involves management of the organizational resource.
