Abstract
When the Communist system collapsed after the fall of the Berlin Wall in 1989 policymakers described this as the start of transition. This implied that they knew where countries were heading. Two decades later we know where they have arrived. This paper, drawing on Richard Rose's book, Understanding Post-Communist Transformation, shows how post-Communist countries have transformed themselves -- and diverged from each other when doing so.
