Abstract

The inspiration of this paper stems from the final report of the RoboLaw initiative. Although perfectly aimed to offer an in-depth analysis of the ethical and legal issues raised by robotic applications, and very impressive in the consortium of the intellectual power, the report appeared rather limited in the execution, choice of question, disclosure of methodology and thus – conclusions. Therefore the aim of this study is to analyze the standard regulation framework by describing and explaining its elements and failures, and consequently developing the conceptual failure-free regulation framework in the context of technological singularity. This research consists of four parts. The first part presents the analysis of the standard regulation framework and its elements within the theoretical context of ontology of law and institutions. The second and third parts describe the methodology and illustrative research of the standard regulation framework’s failures. Having indicated the reasons of these failures, the fourth part is used to present the conceptual failure-free regulation model in the context of emerging technological singularity, and thus to contribute to knowledge, wisdom and understanding of regulation issues in the context of technological evolution.
