Abstract

The apparent consensus in education about the efficacy of rational, goal-based, sequential planning models and systems is challenged on experiential and theoretical grounds. Alternative organizational perspec tives are used as a logical structure for the theoretical analysis. The results suggest that in most educational organizationals, most of the time, goal- based models will inhibit the management function ofplanning.
