Abstract

Two national events that should have been big for the field took place this month, which you may have heard about. The National Drug Control Strategy was released (https://www.whitehouse.gov/wp‐content/uploads/2019/01/NDCS‐Final.pdf) and President Trump gave his State of the Union address. Neither, we are sorry to say, is newsworthy — except for this: Jim Carroll, director of the Office of National Drug Control Policy, which directs the strategy, has shown a great deal of personal and professional support for treatment. And in the State of the Union, President Trump gave more support to the move to eradicate HIV transmission than we have heard in some time from this administration. It's an issue that is closely related to substance use treatment and the need for syringe exchange programs.
