Abstract

“Dollar‐for‐dollar” is key in the headline of an article in the current issue of pro‐drug‐use High Times, citing a Gallup poll showing that in Massachusetts, cannabis sales are outpacing those of alcohol. Maybe if alcohol excise taxes went up, more money would be spent on alcohol, and fewer people would drink. The article doesn't look at actual consumption, just at the dollars. Still, Massachusetts, with a thriving and robust cannabis economy that has drawn customers from neighboring states, collected more than $112 million in cannabis sales excise tax revenue in 2021, well over what the state's Cannabis Control Commission projected.
