Abstract

Customs financial guarantees are guarantees given to Customs to assure that duties, taxes and other fees and penalties assessed against traders will be paid. These guarantees can play a critical role in facilitating trade. However, they are either not available or not affordable for small and medium size businesses in many developing countries. This article explains the importance of these guarantees for modern border operations and trade facilitation, discusses several donor attempts to improve guarantees in developing countries, and outlines how affordable customs guarantee programs can be developed and implemented where they are not currently available.
