IMPROVEMENT OF THE INTERACTION PROCESS OF THE MINISTRY OF DEFENSE OF UKRAINE WITH STATE AUTHORITIES ON DRAFT LAWS SUBMITTED TO THE SUPREME COUNCIL OF UKRAINE BY OTHER SUB'LEGISLATIVE INITIATIVE

Abstract

The work considers procedural issues that arise when escorted by the structural units executives of the Ministry of Defence of Ukraine (Armed Forces of Ukraine) Draft laws submitted to the Verkhovna Rada by other subjects of the legislative initiative right and fall within the competence of the defence department. The analysis of existing legislative norms and their provisions is conducted, taking into account the division of them into a number of interrelated groups in accordance with the subject of the law of legislative initiative. The interdependent groups represented include: the procedure for accompanying bills initiated by the President of Ukraine; the procedure for drawing conclusions to laws submitted for signature by the President of Ukraine; The procedure for following up draft laws initiated by people’s deputies of Ukraine; Procedure for the examination of draft laws; procedure for the preparation of documents; The procedure for ensuring the participation of the leadership of the Ministry of Defence of Ukraine in the meetings of the Verkhovna Rada of Ukraine and its committees. The relevant documents have also been submitted and the executors, through the relevant structural unit, ensure that a module for interaction with the Verkhovna Rada of Ukraine is entered into the database. Thus, in order to ensure the effective follow-up of draft laws submitted to the Verkhovna Rada of Ukraine by other subjects of the law of legislative initiative, the executors must prepare appropriate documents, the list of which is given in the article and are reflected by the blocks of interaction and the order of their processing.
