Abstract
Systematization of elements of the institutional component of ensuring food security at the international and national levels has been carried out. The necessity of improving the strategic planning of the parameters of consumption of basic food products in the conditions of modern risks is shown. The main challenges and threats to ensuring food security include strengthening the differentiation of the population in terms of income, structural transformation of household expenditure, a reduction in effective demand for food. Proposals have been formulated to more fully reflect the parameters of the provision of food aid in strategic planning documents. The step-by-step formation of the system of food aid to low-income categories of citizens is substantiated, the development of its institutional aspects through the adoption of targeted federal and regional programs to support the categories of the population in particular in need of adequate nutrition. Trends in the dynamics of the main parameters of food consumption are shown in conditions of growing external challenges, directions of transformation of consumer demand for households are revealed as a result of a decrease in real incomes of the population.
