Abstract
In a society in which the state operates all psychiatric facilities, long-range planning can be directly related to what the top health officials see as major patient needs. After reviewing the organization of health services, with particular reference to budget-making, research, and training, the author reports that the U.S. team was impressed with the self-questioning and flexibility that characterize the thinking of Soviet psychiatric planners.
