Johnson was vice president for student affairs at the University of Kentucky before becoming vice chancellor for student affairs at Berkeley in 1968. He served as vice chancellor for administration at Berkeley and then as vice president for administration of the entire University of California before assuming the vice presidency for university relations in 1972.
