Abstract
Environmental Impact Assessment plays an important role on checking possible effects of several projects. This procedure ensures that the environmental implications of decisions are taken into account before the decisions are made. Prevention is used to further define mitigation measures that must be improved. So far and being part of the global procedure, vigilance and monitoring programs should be analyzed like one of the most important parts of the Environmental Impact Assessment. Since one of the specially relevant objectives of vigilance and monitoring is to check and audit mitigation measures effectiveness, it is high recommended to analyze the results of the application of those mitigation measures. In that way it is introduced this article where we analyze the vigilance and monitoring programs results from the Construction of a Highway on Middle North Spain.

Summary
El procedimiento de evaluación de impacto ambiental como elemento integrador de factores de estudio en relación a los posibles efectos de determinados proyectos ha resultado ser una apuesta excepcionalmente eficaz. Dicho procedimiento define una metodología que, bajo un prisma preventivo, permite establecer con anterioridad las posibles medidas correctoras. Con este planteamiento y como parte integrante del procedimiento global, toman especial relevancia el desarrollo de Programas de Vigilancia Ambiental y las implicaciones que de la aplicación de dichos programas pudieran derivarse. Bajo este prisma se argumenta el presente artículo, en el que se pretende favorecer un análisis de las implicaciones ambientales de un proyecto, el de construcción de la Autovía Cantabria-La Meseta.
