Abstract

The challenge for the global community is to find ways to deliver to developing countries the electricity services associated with economic and social development without environmental damage and to do so in ways that strengthen the social fabric of North-South relationships rather than weaken it. At a time when demands for electricity services are rising rapidly in developing countries and the global environment is already under stress, the use of energy from petroleum and natural gas for electricity generation is becoming increasingly expensive while coal, a major cause of environmental concern, remains abundant. This suggests one of the great scientific and policy predicaments of our time. This paper reviews the issues and options that are central to the implementation of environmentally responsible strategies for electric power system development.
