Abstract

The use of Health Impact Assessment (HIA) has grown steadily as public health issues acquire a higher priority on political-institutional agendas. This chapter analyses how HIA is being incorporated into recent Spanish Public Health Laws, as a means to encourage a broaden HIA’s implementation and institutionalization. It also describes key informants’ opinion regarding possible challenges and opportunities associated with this process, and summarises HIA case studies conducted in the country. HIA experience in Spain has being generated mainly in the context of research initiatives. Mandatory inclusion of HIA in a legislative framework is expected to incorporate HIA more extensively into the decision-making process both at health and non-health sector policies. Past experience warns against unnecessary bureaucratization when implementing HIA, and in favour of promoting effective multidisciplinary networking at all levels. Generating HIA resources available in Spanish and designing capacity building training programs are identified as crucial aspects in this process.
