Abstract

This paper will cover the factors an owner must consider when implementing a large tunnel project. The San Vicente Tunnel is proposed to be a twelve-mile long 102 inch inside diameter tunnel that will be a critical component of the San Diego county Water Authority’s Emergency Storage Project. The San Diego County Water Authority anticipates it to be their largest capital improvement project to date. This paper will examine the process for implementing this project including environmental issues, public involvement, evaluation of contracting practices, contract delivery method (design bid build versus design build), project controls and consultant selection. This paper will conclude with lesson learned for consideration by owners who are considering a large tunnel project.
