Abstract

Numerous capital has been invested in technologic upgrading project every year by provincial power companies on electric energy metering units, in order to prevent electricity larceny. But the technologic schemes are various and different, as the project funds are allocated in batches annually. Thus the key issue of the upgrading project lies in how to work out the proper implementation order of those different schemes. Taking the case of Hubei Province, this article evaluated the 8 types of metering unit upgrading schemes separately and worked the optimized implementation order out, based on the benefit-cost-ratio index in financial assessment model. In the event that the funding is limited, the optimized order of the 8 types of anti-electricity-larceny schemes is below: outdoors metering units upgrading scheme (US for short) to 10KV high voltage (HV for short) users first, low voltage (LV) users with tri-phase four-wire system & current transformer(CT) US second, adding CT to metering units at LV side on high voltage transmission lines (HVTL) US third, single-phase watt-hour meters US fourth, metering units without CT at LV side on HVTL US fifth, indoors metering units at HV side on HVTL US sixth, LV tri-phase four-wire watt-hour meters US seventh, transforming units location form LV side to HV side on HVTL US the last. The ordering method adopted herein and the research results could be strongly instructive and meaningful to national power sector in anti-electricity-larceny upgrading work.
