Abstract

The development of cosmetics in DKI Jakarta is currently growing rapidly. The cosmetics industry is competing to create new products that consumers want. So that business actors can produce or sell cosmetic products according to what consumers need. The aim of this research is to determine the implementation of the standardization policy for the use of cosmetic ingredients in DKI Jakarta using the theory of Van Meter and Van Horn (1975). The research results of the Implementation of the Standardization Policy for the Use of Cosmetic Ingredients in DKI Jakarta still contain obstacles according to the respective indicators, namely 1) Standards and Targets. Policies, standards and use of cosmetic ingredients in DKI Jakarta have been running but are not yet fully optimal. There are obstacles to the implementation of the use of cosmetic ingredients. namely that there are still business actors who only care about personal profits by selling cosmetic products that are not certified by BPOM, 2) Resources, improving performance for business actors, 3) Characteristics of the Implementing Organization, BPOM can carry out outreach to business actors, 4) Communication Between Related Organizations and Implementing Activities, Business actors have been consistent with standards for the use of cosmetic ingredients, however, there has been no structured communication between BPOM and user parties, both salons and cosmetic shops. 5) Attitude of Implementers, business actors already know regarding standards for the use of cosmetic ingredients certified by BPOM, so that when selling cosmetic products no dangerous cosmetic products are found.
