Abstract

IMPLEMENTATION OF THE EUROPEAN EXPERIENCE ON ASSESSMENT AND REDUCTION OF DISPROPORTATION OF REGIONS DEVELOPMENT

Highlights

One of the main tasks of the state regional policy is to stimulate the development of the regions, and, taking into account the successful experience of the European Union countries on this issue, the primary task and the main goal of the state regional policy should be connected with to reduction of disproportions of social&ecological and economic development
Balanced development of the regions is a necessary prerequisite to achieve the effectiveness of the state regional policy, which will ensure the social and economic development of the country as a whole
It has been established that in different countries of the European Union there are different approaches and methods used to identify areas in which disproportions of development are inherent; factors that serve as a source of developmental imbalances are perceived differently, the choice of indicators that can be used to measure the detected imbalances is a subject of consideration by each EU country separately

До завдань поточного дослідження належать виділення механізмів регіональної політики країн ЄС відповідних до характерних особливостей територій, що є об’єктом державного втручання для подальшої імплементації позитивного досвіду країн ЄС відповідно до українських реалій, а також розробка практичних рекомендацій щодо покращення інституційного забезпечення та інструментів оцінки диспропорцій регіонального розвитку в Україні. Для країн Європи однією з основних цілей регіональної політики виступає подолання міжрегіональних диспропорцій у просторовому економічному розвитку, зокрема використовуючи механізм надання допомоги як для найбідніших регіонів, так і для регіонів, що проходять період господарської трансформації в рамках вступу до ЄС, адже процес інтеграції до ЄС пов’язаний із коштами трансформації, які необхідно розглядати не скільки в ракурсі способу формування бюджету, а й більш широкому суспільно-економічному сенсі, при цьому важливим є також співвідношення між категоріями «кошти» та «вигоди»[4,с.92].
