Abstract

Currently, the integrated development of the territory is one of the avant-garde tools for the implementation of the state urban planning policy. However, at the same time, it should be noted that the existing model of the implementation of the integrated development of the territory is characterized by the presence of a large number of prerequisites that prevent the effective implementation of various directions of the integrated development of the territory in practice, primarily related to the issue of administration of this process and the existing contradictions arising within the framework of interactions between participants in the process of integrated development of the territory, both on the part of the private investor, and on the part of the relevant executive authorities of the regional and federal levels. The article discusses issue of implementation the concept of a single operator for the integrated development of territories based on the financial institute for housing Development of JSC «DOM.RF», as one of possible ways to eliminate the existing contradictions that hinder effective implementation of this institute of urban policy.
