Abstract
 The Islamic economic system in the lower classes of society must of course start from the village, because in the village there is financial potential for village funds to be developed through village-owned enterprises. there is an incentive to provide access to capital funds to the public. This fund can be developed through the empowerment of Home Industries and the empowerment of small community shops. Of course, the provision of capital on a large scale is not necessarily given directly to the people who apply for capital. There is a separate mechanism determined by the village government. For example, there is a micro-enterprise survey stage and a guarantee that must be submitted as a preventive measure if the community defaults.
