Abstract

Poverty reduction is a problem that must be addressed immediately by the government and the chain of causes is necessarily cut off. Poverty reduction is still material-oriented, so that its sustainability is highly relies on the availability of the government budget and commitment. One policy measure taken by the government to alleviate this problem is Family Hope Program (PKH). Welfare is the ultimate goal of PKH, that is, to improve the quality of life of the Very Poor Family (KSM) by accessing health and education services. With the implementation of PKH, it is expected that the levels of socio- economic life, education, and public health improve, especially in the poor communities. This study aims to describe the implementation of PKH, to find supporting and inhibiting factors and efforts to overcome it in Pancakarya Village, District of Ajung, Jember Regency. The research used descriptive research method with a qualitative approach. The results showed that the implementation of PKH in Pancakarya Village, District of Ajung, Jember Regency, experienced many obstacles and was not well implemented.
