Conducted in two months, this exploratory research was carried out in two phases. The first phase was in the form of documenting school profiles, proposals for School-based Quality Improvement Management, and reports on the implementation of School-based Quality Improvement Management. The second phase was data collection through interviews with respondents considered the key informants: school principals, teachers, and school committee members. The study demonstrates that with regard to five important issues, that is, transparency, cooperation, independence, accountability, and sustainability, the implementation of School-based Quality Improvement Management in nine Primary Schools in the Bolaang Mongondow Regency has been, to some extent, a success. Two points however, need immediate actions: 1) active involvement of School Supervisory Council particularly to establish and sustain transparency, and 2) openness of the school principals to new ideas, innovations and paradigms.
