Abstract

The purpose of this study was to describe: 1) the implementation of the 12-year compulsory education policy in Kolaka Regency; 2) obstacles faced in the implementation of the 12-year compulsory education policy in Kolaka Regency; 3) the efforts of schools and government in addressing the problems faced in the implementation of 12-year compulsory education in Kolaka Regency. The type of research used is descriptive qualitative. The informants in this study are: a) Secretary of the Kolaka District Education Office; b) the head of the Kolaka Regency's primary and secondary education; c) principal; d) parents of students; and e) students. Data collection techniques are interviews, observation and documentation. The stages of data analysis are data reduction, data presentation and conclusions. To check the validity of the data using data and source triangulation. Research result; 1) the implementation of the 12-year compulsory education policy in Kolaka Regency consists of 3 main elements, namely: a) implementing policies; b) program existence c) target group. 2) obstacles to the implementation of 12-year compulsory education in Kolaka Regency, namely: (a) lack of budget; (b) zoning system (c) lack of parental understanding of education and lack of children's interest in school; (d) weak economy; (e) insufficient facilities and infrastructure; (f) lack of teachers in remote areas; 3) efforts made on the implementation of 12-year compulsory education: (a) the Education Office prioritizes the more important and urgent; (b) schools accept according to the capacity of the class and students may register outside the zoning area (c) provide an understanding to the public about the importance of education; (d) socializing to the community to participate without being charged and providing scholarships for underprivileged children; (e) submit a proposal for the procurement of facilities and infrastructure; f) appoint contract teachers in remote areas.
