Abstract

The cost of holding the Election of Regional Heads and Deputy Regional Heads (Pilkada) is sourced from the Regional Government Revenue and Expenditure Budget (APBD) with the amount of the budget depending on the regional financial capacity. The disbursement of the Bandar Lampung Pilwakot Grant Fund in the 2020 Pilkada was carried out in three stages, but the implementation was delayed. This study aims to find out how the implementation of the grant transfer policy in Permendagri Number 54 of 2019 by the Bandar Lampung City Government at the Bandar Lampung City KPU. This type of research is descriptive qualitative, with data collection techniques in the form of interviews and documentation. The results showed that the development of the Pilkada grant funds was experiencing obstacles, the KPU Bandar Lampung City still tried to carry out the activities of organizing the 2020 Bandar Lampung Elections. The trick was to make a priority scale and budget adjustments. On the one hand, this method can be a solution, but on the other hand KPUD as a grantee, on the other hand, seems unable to make a bargaining position with local governments. One way to evaluate the recommendation for the Pilkada budget is to change the source of the Pilkada budget to the State Revenue and Expenditure Budget (APBN).
